Na proposta do Orçamento do Estado para 2025, o Executivo prevê um aumento da receita com o Imposto sobre os Produtos Petrolíferos (ISP). No entanto, diz que isso apenas se deve a uma estimativa de que os portugueses tenham mais dinheiro e, por isso, ponham combustível no carro mais vezes.
O Governo prevê arrecadar mais dinheiro com os impostos sobre os combustíveis durante o próximo ano. O primeiro-ministro garante que não há qualquer aumento da carga fiscal, mas, sim, mais consumo. No entanto, deu ordem para voltar a cobrar a taxa de carbono.
Em 2025, o descongelamento da taxa de carbono vai render aos cofres públicos 525 milhões. No total, o Ministério das Finanças prevê um aumento da receita em mais de 752 milhões de euros.
“O Orçamento do Estado que deu entrada na Assembleia da República é o primeiro, em muitos anos, que não tem um único aumento de impostos. Não há nenhum imposto que tenha sido aumentado”, garantiu Luís Montenegro.
Receita de mais de 750 milhões de euros
Na proposta do Orçamento do Estado conta, apesar das garantias do primeiro-ministro, um aumento da receita com o Imposto sobre os Produtos Petrolíferos (ISP).
O Governo vai descongelar a taxa de carbono e, com isso, ganhar 525 milhões de euros. O fim da isenção sobre a incorporação de biocombustíveis avançados e do mecanismo de apoio ao gasóleo profissional rende mais 125 milhões.
O Executivo espera, por isso, conseguir 650 milhões de receita adicional, mas, no total, o Orçamento do Estado coloca nesta alínea mais de 752 milhões.
Porquê o aumento da receita?
Luís Montenegro afirma que o aumento dessa receita está relacionado com o descongelamento, durante todo o ano de 2025, da taxa de carbono – que, sublinha, esteve suspenso durante anos “em virtude da pandemia” e da “alta inflação”.
Com a atualização dos escalões do IRS, o aumento do salário mínimo e a esperança de que o salário médio suba no privado, a expectativa do Governo é que os portugueses, com mais dinheiro, atestem mais vezes o carro. Essa expectativa é usada como justificação pelo primeiro-ministro.
“Fruto de um aumento de rendimentos, há algum impacto na receita fiscal que deriva daquilo que é o aumento do consumo”, defende. “Não há nenhum aumento de impostos. O ISP não vai aumentar. A receita em sede de ISP, há uma estimativa do Governo, de que aumente”, sublinhou.
A previsão do Governo baseia-se apenas na estimativa do aumento do consumo da gasolina e do gasóleo, tal como o Executivo prevê também, em geral, na economia portuguesa.
